Abstract

The purpose of this article is to raise the possibility of thinking about the pandemic based on the notion of catastrophe, but conceived not so much in terms of defeat as of opportunity. What is at stake is not only the effects of the coronavirus on the population but also the models of social functioning, environmental management, and the relationships between humans and non-humans and between humans. Beyond any conspiracy theory, or purely biological or administrative approaches, the pandemic calls into question the current frameworks of governmentality. The contextual referent for this study is Latin American cities.
