Abstract

This article defines and compares two decades, between 1990 / 2000 and 2001 / 2013, these periods have addressed the development of democracy in America Latina to completely another direction, particularly for relationship between State and nation. This text presents briefly some reflection points, that allows to compare two historical moments of the contemporaneous history of Latin America, it means the last two decades: from one side, ethnical rights, multiculturalism and interculturalism in the constitutions, and from another side, the transition from Centralization to the tension between “Decentralization against Polarization”.
