Abstract

Is there a “right” to a good administration? On a theoretical level, the authors deny its existence, as the term indicates rather a way of being of the liberal-democratic State. On a practical level, the positivization of this right in some systems consists of an open formula with multiple interpretations. In particular, a “good” administration should coincide with a “good” democracy, which in turn has its centre in the popular participation in the exercise of state functions, as evidenced by the new constitutions of some Andean countries.
